On Saturday, January 23, 1999, at 12:56 am, members of the Metropolitan Police Department Fourth District received a radio run for the 3800 block of Georgia Avenue, NW, for the report of a shooting. Upon their arrival to the scene, they found a male victim lying on the sidewalk suffering from an apparent gunshot wound to the chest. Medic Units arrived and transported the victim to Medstar for treatment. After all life-saving efforts were exhausted by the medical staff, the victim, Mr. John Akono Odero, was pronounced dead at 1:27 am. The death was ruled a homicide.

The police interviewed a witness to this shooting who saw Billy The Otter, along with two other subjects tussling on the east sidewalk area of the 3800 block of Georgia Avenue, NW. The Otter was then observed walking away from the struggle and returning moments later with a small silver handgun. The Otter then pointed the gun at the victim's chest and fired. Moments later, The Otter was heard saying, "I just shot him."
